While the state of Virginia has restrictive gambling laws, they do not rule out everything. Virginia residents can place wagers on horse racing, participate in the state lottery and take part in charitable gambling, which includes bingo, raffles and even duck racing.

Gaming Laws in Virginia

Virginia Code Section 18.2-325 defines illegal gambling as making, placing or receiving any bet or wager of money or other thing of value, dependent upon the result of any game, contest or event, the outcome of which is uncertain or a matter of chance.

North Carolina

North Carolina bans most forms of gambling outside of casinos on native reservations, allowing bingo and raffles as long as they are sponsored by nonprofit or charitable organizations. In addition, the state permits a lottery to help raise money for education.

Most forms of gambling have been legal in Nevada since 1931, when Assembly Bill 98 became a law to help provide revenue for the state. Casino gambling was viewed as a way for Nevada to generate money following the Great Depression, with Las Vegas developing as a result of the nearby Boulder Dam project, which brought thousands of workers to the southern part of the state to build what is now the Hoover Dam.

Like many other states in the southern part of the United States, Alabama outlaws most forms of gambling, including casinos outside of tribal areas. Alabama also does not have a state lottery, and there are no active horse racing tracks either.
