Is Sports betting legal in Florida?

Yes, sports betting is legal and regulated in Florida. The relaunch happened in December 2023. Hard Rock Bet is currently the only option for sports bettors in the state, though there have been several legal challenges to allow for other companies to enter the market.

Florida bettors are allowed to wager on college sports, including in-state teams. However, individual player props on collegiate athletes aren’t allowed.

Are Online Casinos Legal in Florida?

Recent bills aiming to legalize online casinos stalled in committee in 2025, leaving the status quo intact. For now, Floridians can legally play sweepstakes or social casino games using virtual currency. The Seminole Tribe’s 2021 gaming compact with the state grants them exclusive rights to online sports betting.

The compact has faced legal challenges. Courts have upheld the compact for sports betting, but online casino gaming remains off-limits. The state is home to several tribal casinos operated by the Seminole Tribe, including the Seminole Hard Rock Hotel & Casino, and a limited number of racetrack casinos.

Are Sweepstakes Casinos Legal in Florida?

Sweepstakes casinos are legal and widely available to Florida residents. Florida law allows these platforms as long as entry is free and making a purchase does not increase a player’s odds of winning. Most major sweepstakes casinos accept Florida players who are at least 18 years old, though some platforms may set the minimum age at 21.

A crucial restriction is Florida’s strict prize cap: no individual can win more than $5,000 in a single sweepstakes prize, whether cash or non-cash. Any sweepstakes promotion offering a single prize exceeding this amount is void in Florida. Reputable platforms limit maximum cashouts or prizes for players accordingly.

Recent legislative efforts to ban or further restrict sweepstakes casinos have failed. You can legally play sweepstakes casinos in Florida, but take the time to verify that platforms follow Florida’s prize cap and registration requirements for full compliance.

Legal Framework

  • Legalized retail sports betting began in 2023.
  • Due to an agreement between the state and the Seminole tribe, Hard Rock Bet is the only sportsbook in Florida, though there are a couple of alternative sportsbook options (see below).

  • Florida Gaming Control Commission: Responsible for licensing, enforcing compliance, and ensuring that all sports betting activities meet state standards.

Key Restrictions & Limitations

  • Location-Based Wagering: Bets must be placed by individuals physically located within Florida.
  • Age Restrictions: All bettors must be 21 or older to participate.
  • Only One Regulated Sportsbook: Hard Rock Bet is the only sportsbook allowed in Florida, which can be a bummer for fans looking for apps like FanDuel and BetMGM.
  • NFL Draft: Betting on the NFL Draft is allowed in Florida, unlike many other states.

Responsible Gambling Initiatives

  • The Florida Gaming Control Commission works with local and national organizations to reduce the risks associated with sports betting throughout the state. Read more below about specific initiatives.

Top Florida Sports Betting Apps

Our team has carefully analyzed the Florida sports betting landscape to bring you a handpicked selection of the most trusted and reputable options. Hard Rock Bet is the only traditional sportsbook currently serving the Sunshine State, but there's more to see here. Check out our comprehensive Daily Fantasy Sports and prediction market guides for full details on the top options.

History of Sports Betting Legislation in Florida

Hard Rock Sportsbook, via the Seminole Tribe of Florida, made a bold move in November of 2021 and launched their sports betting app despite multiple pending lawsuits challenging its legality. The site was accepting wagers for 35 days before suspending operations due to legal challenges. Luckily for Florida bettors, sports betting returned to The Sunshine State in December of 2023.

  • May 14, 2018: U.S. Supreme Court strikes down the Professional and Amateur Sports Protection Act (PASPA), paving the way for each state to legalize sports betting.

  • November 6, 2018: By a vote of 71% to 29%, voters pass Amendment 3, which stops Florida lawmakers from expanding gambling in the state without a green light from tribal authorities.

  • November 1, 2021: Despite multiple pending lawsuits challenging the state’s legal sports betting model, online sports betting originally launches.

  • November 22, 2021: Judge Dabney Friedrich rules that Florida’s sports betting compact is illegal and violated Amendment 3 as well as federal law (Indian Gaming Regulatory Act).

  • December 4, 2021: Sports betting pauses in Florida when Hardrock Sportsbook suspends operations after filing an appeal with the U.S. Court of Appeals D.C. Circuit.

  • June 30, 2023: The U.S. Court of Appeals reversed the lower court’s 2021 ruling which led to sports betting being suspended in the state.

  • September 26, 2023: The Department of the Interior declared that sports betting should return to the state

  • October 25, 2023: The Supreme Court rejects an effort to block an agreement between Florida and the Seminole Tribe.

  • December 5, 2023: Sports betting returns to Florida as Hard Rock Bet’s online app opens back up for business.

  • December 7, 2023: Retail sports betting returns to Florida.

  • April 1, 2024: West Flagler Associates, which operates several casinos in the state and would like to expand the state’s current sports betting laws, files a brief to the U.S. Supreme Court arguing that the Florida Supreme Court unjustly denied its petition.

  • June 17, 2024: U.S. Supreme Court rules against West Flagler, which means there will continue to be only one sportsbook operator in the state.

how to start betting in florida

Sports betting inside Florida state lines is easy because of remote registration which allows you to register for sportsbooks and deposit money into your accounts from anywhere in the state including your favorite beach. If you’re over 21-years-old and in Florida, you can download the apps on a smartphone, deposit money, verify your identity, and begin betting instantly.

  1. Download hard rock bet, Kalshi, Or Underdog Fantasy

First, download the Hard Rock Bet app to your mobile device. This can be done from the comfort of your own home and, unlike some other states, it’s not necessary to deposit money to a sportsbook in person.

  2. create account

Click the button on your sportsbooks’s app that says “signup” or “get started,” while you’re inside state lines, to begin creating an account. You’ll be required to fill in some personal information and verify your identity.

  3. deposit

To fund the account, select the payment option you prefer. Each app has different options for deposits, but common options include: Credit/debit card, bank transfers, PayPal, etc. Remember to keep an eye out for any fees that might be associated with the deposit.

  4. choose your bet and bet size

There are a variety of wagering options within each sportsbook. If you’re just getting started, moneylines are the most straight-forward bet and allow bettors to wager on who will win an event. Point spreads, over/unders, parlays, player props and futures bets are also popular choices.

  5. place a wager

Before placing your wager, try shopping around at other betting apps, even those out of state not available to you, to know if you're getting a good price in Florida. Once you’ve found odds you like, type in your wager amount and submit your wager. If your wager wins, your winnings and your original bet will be deposited back into your account shortly after the event you bet on finishes.

  6. withdraw funds

Each online sportsbook has different methods and processes for cashing out money if you’re successful betting. It’s normal for withdrawals to take longer than deposits, but the money is typically received instantly or within a couple days depending on if it's your first withdrawal or not and the method chosen.

Florida Sports Betting Partnerships

With nine different major professional sports franchises in the state, Florida is a sports fans paradise. Whether you watch the NHL, MLB, NBA, or NFL, Florida has a sports team or two (or three) for you to root for.

Hard Rock Bet has partnered with the following Florida sports franchises:

  • The Miami Heat announced a partnership with Hard Rock Bet in January of 2025. Hard Rock Bet provides exclusive offers and promotions specifically for Miami Heat fans.
  • The Florida Panthers partnered with Hard Rock Bet to provide specific fan experiences at Panthers games and other promotions.
  • The Jacksonville Jaguars, just before the 2024 season started, Hard Rock Bet and the Jags announced Hard Rock Bet would be the official sportsbook of the team.

These partnerships drive exciting promotional activities that not only boost engagement but also maximize value for Florida sports bettors.

Comparison With Other States

The four states closest to Florida in the southeastern corner of the U.S. don't allow legalized sports betting. While South Carolina, Georgia, Alabama, and Mississippi haven't gotten into the fun yet, Florida has become a place where sports bettors on vacation appreciate being able to place wagers on the beach.

Market Size & Wagering Handle

  • Florida's $12.7 Billion 2024 betting handle was up from $900 Million in 2023, but remember that sports betting wasn't legalized for much of that year.
  • The state sees regularly sees over $1 Billion in monthly wagers, thanks in part to nine major sports franchises like Jacksonville Jaguars, Tampa Bay Lightning, and Miami Dolphins.
  • In contrast:
    • North Carolina: With a big NCAA following (Duke and UNC), North Carolina notched a $5.417 Billion betting handle in 2024, but keep in mind that's without January and February numbers because they didn't legalize until March.
    • Louisiana: Louisiana's $3.699 Billion handle in 2024 was pretty impressive, and you have to wonder if some of that money is from bettors in Texas and Mississippi crossing state lines because they don't have the freedom to bet legally from their couch.
    • Louisiana are North Carolina the two states closest to Florida that have legalized sports betting.

Tax Rates on Sportsbooks & Impact on the Market

  • Florida: Florida has a revenue sharing model that mandates the seminole tribe pay 13.75% of revenue with the state.
  • North Carolina: North Carolina has an 18% tax rate on its sportsbooks, which is on the higher side when compared nationally.
  • Louisiana: Any sportsbook in Louisiana has a tax rate of 15% which is lower than many places (New York's is 51%) and higher than some as well (Nevada is 6.75%).

Overall Implications

  • Since no state that Florida shares a border with has legalized sports betting, that means some sports fans nearby states are probably traveling to Florida and contributing to the robust sports betting handle each year.

Potential Legislative Changes & Growth in Florida Sports Betting

  1. More Legal Challenges

A lawsuit filed by the Protect the Constitution LLC in April 2025 alleges that the 2021 compact between Florida and the Seminole Tribe violates Amendment 3, which requires voter approval for gambling expansion. This could potentially disrupt the current sports betting framework if successful. However it's worth noting that similar legal challenges have been unsuccessful.

  2. Sweepstakes Gambling Sites On the Way out?

House Bill 953 (HB 953) and Senate Bill 1404 (SB 1404), sponsored by Rep. Webster Barnaby (R-29) and Sen. Corey Simon (R-3) seeks to make sweepstakes betting sites illegal and impose penalties on those operating them within Florida.

  3. Sports Betting Expansion?

Currently the state's law doesn't allow for more sportsbooks like Hard Rock Bet, which is currently enjoying something of a monopoly in the state. However there have been numerous legal challenges to this (see above) so theoretically one of these campaigns may be successful one day in the future.
